After the loss of her father, at the young age of five, Billie and her four sisters went to live with their paternal grandparents on the Blackwell ranch near Cuero, while her mother worked as a housekeeper in Austin. Billie excelled in her rural schools and went on to complete Durham's Business School in Austin. She also attended the University of Corpus Christi for two years.
